⁣ Настоящим Постановлением предписывается Червонному казачеству как Государственному резерву, Объединённому Советскому казачьему Войску, в своих военных округах, в местах компактного проживания казачьих поселений, поименовать в редакции своих Уставов, на основании Декрета ГКЧП СССР № Д/Н – 005 от 21.06.2023 года, образования Пограничных Округов, как Пограничного Комиссара СССР, выступающих на защиту Пограничных и административных округов, районов, автономий, всех Специальных зон и осуществляющих охрану Государственной Суверенной границы СССР в целом, которым надлежит явится в пункты мобилизации или по призыву в своих станицах, районов, округах, автономиях или по прямому указу своих казацких высших офицерских чинов, не изменивших Государственной присяге СССР и встать на защиту рубежей своей Великой Родины Страны Суверена - Союза Советских Социалистических Республик.

Червонное казачество, как Объединённое Советское казачье Войско на всей Суверенной Территории СССР, вправе размещать казачье Правительство на переходный период 7 (семь) лет вверенных им Пограничных округов и зонах, как самоуправляющихся Советских Суверенных Территорий при ЦИК СССР Совета Народных Комиссаров и ГКО СССР, как казаков в эвакуации, как Казацкое Государственное аттестационное резервное (тыловое) и походное правительство казачьих формирований вверенных им Пограничных округов, в которых управление Территориями, Землями и имуществом осуществляется исключительно через Военно-административные органы СССР, Пограничных Комиссаров как Народных Комиссаров СССР и Комендантов СССР, которые в ведение Союзных Республик и Автономий СССР, неукоснительно соблюдая Конституционные нормы и Суверенное Советское Законодательство, не переходят, не передаются и всегда находятся под контролем и управлением Советских военных властей, Главного Политического управления СССР, подконтрольного Чрезвычайному Конституционному Комитету СССР (ЧКК СССР) при ГКЧП СССР.
